The Ministry of Infrastructure Development has registered a bill for the Building Act, 2083 (2026/2027) at the Federal Parliament Secretariat, incorporating provisions to provide subsidies of up to NPR 75,000—comprising NPR 50,000 from the federal government and NPR 25,000 from the provincial government—to ensure housing for poor and impoverished citizens.
According to a press note issued by the Ministry, the bill, formulated to amend the Building Act, 2055 (1998), proposes various measures aimed at ensuring housing for every citizen and their family.
The bill proposes provisions to guarantee housing for low-income families while ensuring safe and systematic housing for middle-income families.
For Nepali citizens constructing a house for the first time, the bill proposes providing essential riverbed and natural construction materials free of cost, in accordance with government-prescribed designs and standards. A provision has also been included to supply necessary natural materials free of cost to citizens applying to construct cattle sheds.
Furthermore, the bill proposes that the government relocate disaster-affected, unsafe, and vulnerable settlements to safe locations and construct new houses for them.
Under the new Building Act and regulations, provisions have been proposed to construct and provide earthquake-resistant, basic-standard-compliant “smart houses” for middle-income citizens. Such houses, costing between NPR 2 million and NPR 7.5 million, are proposed to have a plinth area ranging from 900 to 1,300 square feet.
Citizens will be able to acquire these homes through concessional loans. The bill includes options allowing buyers to secure a house with an initial down payment of NPR 500,000, followed by monthly installments of NPR 11,000 for 15 years.
Additionally, installment options include:
- NPR 1,000,000 down payment: NPR 15,000 monthly
- NPR 1,5,00,000 down payment: NPR 20,000 monthly
- NPR 2,000,000 down payment: NPR 30,000 monthly
- NPR 2,500,000 down payment: NPR 35,000 monthly
The Ministry stated that the bill was introduced to legally secure every Nepali citizen’s right to housing, spanning from housing guarantees for low-income citizens to safe and systematic homes for middle-income families.
